KeymasterSCA HAS FALLEN, AND IT CAN’T GET UP
By Forrest Quinn
At June’s Board meeting, SCA’S President said: “RATHER THAN GRIPING ON NEXTDOOR, COULD YOU COME TO OUR TOWN HALLS, BOARD MEETINGS, LOOK AT OUR WEBSITE, EMAIL THE BOARD….”
After seven years of spending millions of dollars on self-management, SCA cannot provide timely and accurate financial statements that comply with common sense and NAC 116’s requirements. But, rather than demanding we get what we pay for, SCA’S Board makes excuses for staff’s serial non-performance. The Board is also a co-conspirator in the dismantling and dumbing down of SCA’s financial reporting and budgets. Under the circumstances, it is understandable that SCA’s Board wants to limit dissent to meetings virtually nobody attends.
PRESIDENT: “YOU WILL FIND THAT THE ENTIRE MANAGEMENT TEAM AND BOARD WILL WELCOME YOUR QUESTIONS AND DO OUR BEST TO ALLAY YOUR CONCERNS.” This is patently false. Here are three examples of SCA’s Board ignoring my concerns.
#1 – I informed the Board that SCA’s proposed 2023 budget did not comply with NRS 116 as the Villa Reserve Funds were not “adequately” funded. The Board didn’t reply, and they passed a non-compliant budget.
#2 – I advised the Board that excessive amounts of cash were uninvested. Unless corrected, I estimated we could lose up to $15,000/month—no Board response.
#3 – June 2023’s Board Book includes a presentation claiming that self-management has saved SCA $5.8 million. This is a preposterous claim, and I provided documentation disproving it. The Board has yet to reply.
PRESIDENT: “IF YOU FEEL THAT WE ARE UNRESPONSIVE, THEN USE THE AVENUES SET FORTH TO YOU BY THE NEVADA REAL ESTATE DEPARTMENT (NRED) TO HAVE YOUR ISSUE HEARD. LET’S ALL WORK AT COMMUNICATING IN A CIVIL MANNER.”
Management knows this option is a dead end. I tried the NRED process, and SCA made it a sham. SCA’s “civil communications” worked like this: Instead of addressing legal issues, SCA’s attorney made ad hominin attacks and misrepresented my credentials**. After waiting months for NRED’s mediation, the meeting barely started before SCA’s attorney and Board ended it, claiming there was nothing to discuss. Your assessments were used to act in bad faith and to thwart the legal process. ======
**My credentials: ‘
I earned a BS in Finance, a BA in Accounting, and an MBA in Finance.
I was a licensed CPA during my eight years as an SCA volunteer.
I was on SCA’s Finance Committee for about three years.
I served as a member of SCA’s Audit Committee for eight years, including acting as Chairman for five years.
I served on SCA’s Board for five years, working as SCA’s Treasurer for about four years. During that time, I made hundreds of corrections amounting to millions of dollars to SCA’s financial records.
Nevertheless, SCA’s attorney dismissed me as a layman and unqualified.
