Personally, I don’t see how trying to make a U-turn in the middle of the parkway to go in the direction one intends is going to be safe. Certainly not for the drivers not for pedestrians. The oncoming traffic can often be heavy and fast and drivers trying to U-turn  into that is not ideal, especially for senior drivers. I don’t believe in Band-Aids. It may take a little longer to fix it properly, but the solution is a traffic light. That traffic light will also alleviate some of the issues in trying to enter Anthem Parkway from Somersworth. If traffic is stopped from time to time in response to a traffic signal, that will allow those entering from Somersworth a better opportunity of getting into the flow of traffic on an Anthem  Parkway.
For  Dan to use the excuse that it will take too long to put in a traffic light is ridiculous since the  problem existed the entire time he’s been on the Council Handy and this issue keeps rearing its head, but nothing is ever done.
